Fort Worth runs a “Grant of Privilege” (GOP) permitting program: private waste haulers must be city-permitted to operate, pay a $25 application fee, carry city-named insurance, and pay the City 10% of their gross hauling revenue every quarter — a fee the city applies broadly to hauling, roll-off rental, delivery, and surcharge revenue. American AF Dumpsters reports that, at signing, the city tried to collect the 10% fee for the previous six months retroactively. The City of Hurst grants its contractor — Republic Services, under a contract awarded in October 2003 — “the sole and exclusive privilege” to provide commercial roll-off scheduled and temporary service, expressly including temporary construction dumpsters (Chapter 9.5). American AF Dumpsters reports that on December 1, 2025, a city inspector caught its driver swapping a dumpster at a two-container strip-mall job, told him he could not drop off the container, and gave 24 hours to remove both 40-yard roll-offs — costing the company significant revenue on a job that required frequent turns.

According to a field report from an independent dumpster operator, the City of North Richland Hills directs property owners to a required hauler (reported as Republic Services) for waste containers. The report describes the city telling a property owner doing a commercial cleanout and remodel that they had 24 hours to remove a privately rented 40-yard roll-off or face fines and to switch to Republic. The operator reports that Republic then could not swap the full dumpster for 3–5 days, so the customer brought the independent operator back to finish the job. The ordinance, franchise agreement, and provider details still need verification from city documents.
