Community Waste Disposal (CWD) in Texas — Waste Franchise & Dumpster Restriction Tracker
These 2 Texas cities are tracked as having Community Waste Disposal (CWD) as the waste contractor or exclusive franchise holder, according to the sources on each city page. For each city we track whether temporary construction roll-off dumpsters appear to be included, the franchise fee, the relevant ordinance, and the source documents. This is not a claim that Community Waste Disposal (CWD) has acted unlawfully; always verify current requirements with the city.
Allen, Texas
The City of Allen contracts exclusively with Community Waste Disposal (CWD); under Solid Waste Ordinance § 6-61, the city’s franchised provider (or a city-permitted contractor) handles all commercial collection — expressly including temporary open-top roll-off construction containers (§ 6-61(c)) — and using another hauler is prohibited. On June 18, 2026, the city’s Health & Code Compliance Division issued American AF Dumpsters / the property a “Notice to Correct Violations” ordering removal of a “non franchise open top” container by June 30, 2026. The notice is posted here with private details redacted. After being forced off the job, the contractor reportedly had to use CWD, which (per the contractor) only picks up Tuesdays and Thursdays and took about two weeks to deliver a dumpster.
