Marshall’s Code of Ordinances (Chapter 14, Ord. Whitehouse, Texas

Smith County · City of Whitehouse (city-operated utility); Republic Services is the contracted hauler

An operator reports that Republic Services holds an exclusive solid waste franchise with the City of Whitehouse. After the operator placed a roll-off near the city limit in late 2025, a Republic operations manager warned of city fines and — when the city itself never followed up — allegedly had the operator blocked from dumping at the Republic-operated public landfill in Tyler until the operator contacted him. Because that was the operator’s primary disposal site, the operator was forced to pull the dumpster. The episode raises concern about a private competitor enforcing a municipal franchise by restricting access to a public landfill.
