I contacted city code enforcement and spoke with the director, who said the reason was that the city gets paid by Frontier and uses that money to cover road repairs from heavy trucks. I offered to pay an annual fee; he said the city was not allowed to do that and was going to try to renegotiate. He said he couldn’t “give me permission” to resume business as usual, but that they were “not necessarily” enforcing the codes tied to the contract, and asked me to speak to the city manager and push for a renegotiation. I’ve continued operating, but multiple customers have been nervous about being fined and it has cost me business. At any point the city could change its mind and start enforcing the code violations.
